The World Health Organization has highlighted the example of the network "Euskadi Lagunkoia", which brings together sixty municipalities of the Basque Country, around the friendliness towards the elderly promoting an "active aging". The publication The Global Network for Age-friendly Cities and Communities Looking back over the last decade, looking forward to the next, highlights the model undertaken in Euskadi for the empowerment of the elderly.

The Euskadi Lagunkoia network is an initiative of the Employment and Social Policies Department of the Basque Government. The project encourages the participation of the elderly and citizens in general to improve neighborhoods and environments in the municipalities of Euskadi. Thus, all people make their lives as they get older. This network is based on the 'Age-friendly Environments Program' initiative promoted by the World Health Organization
